pursuant to orders from the Central Government,

and proposes to open branches in the different ports.

The object of the Union is to eliminate disputes

between Capital and Labour. This institution and the

Canton Branch of the Chinese Seamen's Labour United

Association (i.e. the Canton Seamen's Union) are quite different, both in name and in relation to other bodies.

Lest the Hong Kong Government is not aware of the truth

concerning this union, which may give rise to misunder- standing, I have the honour to write you as above and to request the transmission of the explanation to the Hong

Kong Government.
